Star and Stripe

As a young girl, Cathleen Bate fell victim to a villain attack. Her family, trapped inside of a car, was nearly killed, when All Might suddenly rushed to the scene and saved her. From that point onward she dubbed him as her metaphorical master, and devoted her entire life to upholding his ideals. Star and Stripe now reigns supreme as the #1 Ranked Hero in the United States of America, and is considered the strongest woman on the entire planet. When she hears that Japan is in danger from All for One, she rushes to the scene willing to help out All Might however she can, even if it means facing an empowered Shigaraki all by herself. Star and Stripe’s quirk, New Order, requires her to state the name of something and to touch it. Once both conditions are met, she can give whatever she named an order, and reality will alter itself to make that command come true. However, she can only maintain two orders at a time, and she usually leaves one for herself to boost her physicals. Shigaraki ponders the exact upper bounds of this ability, stating that it’s similar to a barometer that has a sliding scale with a set end point as to what she can impact.

New Order

• She can only maintain two orders at a time, one of which is always dedicated to giving her Super Strength. (source)
• By stating “Air” and touching it, she erases the air 100 meters in front of her, suffocating Shigaraki. (source)
• Orders a laser to be “holdable,” then grabs it out of the air before it hits her. (source)
• After punching “Tomura Shigaraki,” she gives the order “If Tomura Shigaraki moves at all, his heart will stop.” (source) (While theoretically this would work on any normal opponent, Shigaraki was in the process of having his mind merged with All for One, so their exact identity as an existence was nebulous)
• Molds the atmosphere around her to create an image of herself, but 1000x larger. (source) (She dubs this technique “Fist Bump to the Earth.”)
• While using this construct, she turns the nearby fighter jets lasers into a physical lance to pin down Shigaraki into the Earth. (source)
• Catches a mass of intercontinental cruise missiles, uses her power to redirect them, then punches with them into the ocean to evaporate Shigaraki. (source) (This attack destroys a massive swath of the ocean beneath her)
• As Shigaraki steals her quirk, she orders that she won’t decay from his power. (source)
• This effect wears off once Shigaraki fully steals her quirk. (source)
• At the very last moment, she uses her power to make New Order rebel against any opposing quirks, causing Shigaraki’s body to explode from the inside, as she quite literally destroys the extra quirks in his body. (source)
• This rebellion effect doesn’t last forever, and after taking down a swath of quirks, her spirit finally fades away. (source)

• Punches a charging Shigaraki out of the air and into a fighter jet. (source)

Durability

• Shrugs off a shockwave that parts the clouds around her. (source)

Speed

• Jumps off a fighter jet to avoid Shigaraki’s EMP blast, then lands on a different fighter jet. (source)
• Catches a reflected fighter jet laser before it hits her. (source)

Other

• Perfectly balances on stealth bombers as they fly through the air. (source)
