Tartarus

Tartarus was Chieftain of the Brutes for the entire Covenant during their war with the humans. He acted as the Hierarchs chief enforcer and eventually became the Prophet of Truth’s second-in-command. He was loyal to the Prophets above all else and strived to ascend the Brutes to the peak of the Covenants caste system, eventually leading the civil war against the Elites who held that position.
