The One Below All

Beneath the deepest layers of hell, beneath everything, there exists the Below-Place. The Below-Place exists as a prison for the darkest being in creation, The One Below All. The One Below All (or TOBA) is the embodiment of destruction, a mindless creature that only desires death and carnage. TOBA creates gamma mutates, such as the Hulk or the Leader, so it can attempt to use them as its vessel and achieve its true goal, to be the only presence in existence and be truly alone. The One Below All is actually the dark half/counterweight to The One Above All, or their “Hulk”.
True Form - General
- Cannot act in the material world without a host body, because TOBA doesn’t have a mind of its own, only desires. (source) (IH #12)

- Formed a gigantic tower around himself. Cosmic Joe Fixit couldn’t damage the tower’s doors at his base strength level, though he could break through them when angry enough. Savage Hulk had to hit it hard enough to shred the skin off of his hands and break his bones to burst through it. The walls fix themselves after they’ve been damaged. The tower’s staircases are filled with hollows, including Brian Banner, Jarella, Samuel Sterns (not the Leader, his great-grandfather), Mike Berengetti and Jackie McGee’s father. The tower broke apart once Sam Sterns was removed from the Leader, with the pieces floating up to the sky. (source) (IH #50)
